Double oerlikon emplacement range bug.

  I encountered a bug yesterday when playing as the British, I built a double oerlikon emplacement and activated anti-aircraft mode while it was being built. When the emplacement had been fully built it could engage ground targets at the same range when it engages aircraft.

  Fixed for version 3.3.5. AA ability is removed and the weapon now have AA capability by default.
